Viet Nam Securities Depository and Clearing Corporation participated in the Vietnam Economic Transformation 2026 Forum in Tokyo, Japan.
From 24 to 26 August 2026, a delegation from the Viet Nam Securities Depository and Clearing Corporation (VSDC) led by Mr. Luu Trung Dung, Head of the Fund Services and Covered Warrants Division, conducted a study visit to Taiwan. The visit focused on ETF fund certificate exchange and various fund models. The delegation also explored Taiwan’s experience in implementing electronic shareholder registers (e-passbooks), e-voting and e-meeting, as well as securities registration operations.
As part of the programme, the delegation visited and held working sessions with the Taiwan Depository and Clearing Corporation (TDCC) and the Taiwan Stock Exchange (TWSE). The delegation also visited CTBC Financial Holdings, one of Taiwan’s leading financial groups, where the two sides exchanged information and shared insights.

In Taiwan, TDCC serves as a key data infrastructure provider for the capital market. It stores and manages transaction data as well as extensive information on investors holding securities.
For securities registration operations, TDCC has developed the Stockservices Platform to connect issuers and transfer agents with investors. The platform provides integrated electronic services to support shareholder management, the organisation of general meetings of shareholders and the exercise of shareholder rights.
The platform comprises e-Voting, which has been in operation since 2009 and enables electronic voting; e-Meeting, launched in 2021 to support the organisation of and participation in online general meetings of shareholders; e-Notice, introduced in 2023 to provide electronic notices to shareholders; and e-Counter, launched in 2025 to facilitate online procedures and transactions between investors and issuers or transfer agents.
In 2026, TDCC further expanded the platform with e-Gift, a service that enables issuers to provide gifts electronically to shareholders participating in general meetings of shareholders.

Regarding ETF fund certificate operations, the VSDC delegation held discussions with TWSE on the market’s operating mechanisms. The discussions focused on the order placement process for ETF purchases, the creation and redemption of fund certificates, and clearing and settlement arrangements for ETF transactions. These discussions provided VSDC with practical insights into the coordination among the stock exchange, central securities depository, fund management companies and market participants throughout the ETF product lifecycle.
The delegation also met with CTBC to gain a better understanding of how market participants connect and exchange information with TWSE and TDCC. The discussions provided further insights into system connectivity models, operational coordination mechanisms and the roles of market participants in trading, clearing and settlement, as well as in providing services to investors.
The experience gained from TDCC, TWSE and CTBC provides a valuable reference for VSDC in continuing to research and enhance its products and services while promoting the application of technology in its operations. Going forward, VSDC will strengthen information exchange and cooperation with international partners. It will also work closely with regulatory authorities and market participants to explore solutions that can be appropriately applied to the practical conditions of the Vietnam market.
